soc/tegra: fuse-helper: add tegra_fuse_control_read()

Various downstream drivers require reading fuse offsets < 0x100.

Add tegra_fuse_control_read(), which uses upstream tegra_fuse_readl()
to allow reading fuse offsets < 0x100.
