capture: isp: add file ops

This change does the following:
 - Rename tegra194_isp5_ctrl_ops to isp_ctrl_ops
 - Add isp_ctrl_ops to structs that missed it

Without this change, we see errors from core_scf
when it attempts to open /dev/nvhost-ctrl-isp
and /dev/nvhost-ctrl-isp1
