Adding unmodified Lan7431 driver to nvidia-oot

This is the unmodified driver from
  K5.15.110
  from commit cd612ec8f71740b0fc9f47d3356b23561b5761dc

For future kernels we'll need to add the driver sources
from the respective kernel
