mc-utils: Remove get_dram_num_channels_t26X

Browse Source 
The function get_dram_num_channels_t26X() is identical to the function
get_dram_num_channels_t23x() and so get rid of the
get_dram_num_channels_t26X() function and just use
get_dram_num_channels_t23x().
