block: virt-storage: Add option to disable drivers

The tegra-virt-storage driver is currently not used for the L4T in the
rel-36 codeline. Add an option to disable building the driver. It
provides flexibility to disable the driver in case there are build
issues with 3rd-party distro kernels.
