nvsciipc: add nvsciipc to kernel-oot

nvsciipc driver shall be added to oot driver list
so as to use hv-ivc.h header file.

================================
1) install kernel header package
sudo apt-get install linux-headers-`uname -r`
check version of desktop using "uname -r" command.
kernel version must be 5.4.0+.
2) link common header files (NVIDIA internal dev only)
