Clean-up the UFS headers by adding a new top-level header for ufshcd.h,
ufshci.h and unipro.h that will include the appropriate header
depending on kernel version. This saves replicating the kernel version
check for every source file that includes these headers.
Note that the ufshcd-pltfrm.h header is identical between v5.15, v5.16
and 6.1 kernels and so remove the duplicated versions of this header and
just use a common header for all kernel versions.

The tegra_wmark governor can be used e.g. with DRM clients, such as VIC,
NVDEC, NVENC, and NVJPG. This governor tightly collaborates with the
actmon hardware used for monitoring the active time of the underlying
DRM clients.

Remove the config variables as there is no Kconfig to define
these configs:
CONFIG_DEVFREQ_GOV_WMARK_SIMPLE
CONFIG_DEVFREQ_GOV_WMARK_ACTIVE
Remove the handling of non-module build as devfreq is always
build as module.
Remove the wmark-related devfreq governors as we plan to keep
them under drivers/gpu/drm/tegra. They are tightly bound with
the actmon and drm drivers.

OOT drivers cannot directly access private headers of core kernel.
This is a standard policy adopted by kernel distributors and to
workaround this problem copy headers to OOT path. Update the usage
references as well.

Pinctrl drivers have few headers which are in driver folders
and it has declaration of exported APIs which are needed for
developing the device specific pinctrl driver.
Add such drivers in driver-private in out-of-tree includes
so that out-of-tree module can be developed.
