4e62fd7ed9 nvidia-oot: Add rhivos-1 specific configuration file 
Add redhat kernel rhivos-1 specific OOT configuration files to
configure the OOT driver build accordingly.

Currently, disabling realtek R8126 and Realtek RTL8822CE build.
