gpu: host1x: Enable VI syncpoint pool
Create VI specific syncpoint pool based on
PCT configured VI syncpoint range. VI module shall
allocate syncpoint only from this pool.

moving the related driver code under CONFIG_HOST1X_HAVE_SYNCPT_BASE

gpu: host1x: Move host1x-next.h
Move the host1x-next.h file into the 'include/linux' directory so that
we don't need to have a specific include path that we need to provide to
the various out-of-tree drivers that use this.
