Exported APIs like below are defined in private header file
nvhost_syncpt_unit_interface.h
nvhost_syncpt_unit_interface_get_aperture()
nvhost_syncpt_unit_interface_get_byte_offset()
This causes linking problems if these functions are needed
by some other driver outside nvhost
Hence move these exported APIs into a new public
header in include/linux/nvhost_t194.h

Upstream Linux commit 4c1e0a97351a ("firmware: tegra: bpmp: Use
iosys-map helpers") updated the Tegra IVC driver to use the
iosys-map helpers for Linux v6.2. This causes the Tegra capture-ivc
driver build to fail. Temporarily disable the building of this driver
while this build issue is fixed. Stub functions are added to permit
other drivers that use this driver to build.

Port RTCPU drivers from kernel/nvidia to kernel/nvidia-oot.
In addition to copying the files this patch:
1) Modifies make files to build rtcpu drivers as modules
2) Modifies licenses of all ported files to SPDX
3) Adds MODULE_LICENSE macro to all modules
4) Removes checks for old kernel versions and the dead code after those checks
5) Fixes style errors according to checkpatch.pl

RAS are three aspects of the dependability of a system:
Reliability: continuity of correct service
Availability: readiness for correct service
Serviceability: ability to undergo modifications and repairs
ARMv8.2 provides RAS extensions to achieve the above features in a system.
arm64_ras driver allows you to handle Correctable errors using per core
Fault Handling Interrupt (or FHI). Un-correactable errors are handled by
raising SError exception to kernel or Trusted Firmware(EL3) on CCLEX.
The driver provides an API for CPU specific RAS drivers to
register callbacks in case of FHI. When FHI occurs, the FHI
ISR goes through the list of registered callbacks and executes
them. Similarly, the driver allows registering SError callbacks
for Un-correctable errors within Core, Core-Cluster & CCPLEX.
When SError is reported, then those callbacks are scanned to
find and report error in a Core, Cluster or CCPLEX

Actmon is a hardware block that can be used to track the activity of
certain hardware units. It can boost EMC clock depending
on the memory traffic among various client. It is called central actmon
as it monitors central activity for example MC activity.
Add central activity monitor driver.
