- Fork nvidia-oot from nvidia-kernel
- Firmware APIs do not support 5.1 version.
- Updating the same IOCTLs as its being used by AON and ADSP tests.

If makefile environment srctree.nvidia is not set
then use the srctree.nvidia-oot for nvidia driver
source path.
This will help to get rid of passing the srctree.nvidia for
building the nvidia-oot. It will pass only srctree.nvidia-oot.

Upstream Linux commit 4c1e0a97351a ("firmware: tegra: bpmp: Use
iosys-map helpers") updated the Tegra IVC driver to use the
iosys-map helpers for Linux v6.2. This causes the MODS BPMPIPC driver
build to fail.
Upstream Linux commit 55bf84fd0a76 ("firmware: arm_ffa: Remove
ffa_dev_ops_get()") removes the function ffa_dev_ops_get() and this
causes the MODS FFA driver build to fail.
Temporarily disable the building of these drivers while these build
issues are fixed.

This change will add smmu mapping/unmapping support for MODS
allocated memory buffer by using kernel smmu api dma_map_sg_attrs()
and dma_unmap_sg_attrs()
1. new IOCTL MODS_ESC_IOMMU_DMA_MAP_MEMORY and
MODS_ESC_IOMMU_DMA_UNMAP_MEMORY is added to do smmu mapping/unmapping
and get smmu mapped address for MODS allocated buffers;
2. a platform device and driver is added to match mods smmu sid in dtb,
the device is used to do smmu mapping/unampping; and mods smmu devices
are added in dtb to match with the driver with smmu config

the error control registers in RAS so mods can
selectively disable errors if so desired. A
current example of this usecase is disabling
ras from throttling, which is thrown during
the mods Soctherm OC throttling test

Update all Kconfig files and Makefiles to rely on the kernel overlay
feature. In particular, don't include any Kconfig files or Makefiles
from other overlays. -I directives in CFLAGS are not yet cleaned up.

Add OOT module build for mods. The driver code
of mod is used from kernel/nvidia and get copied
to build time in nvidia-oot for building as module.
