drivers: Enable MTTCAN and NVPPS for Linux v6.3
Building the MTTCAN and NVPPS for Linux v6.3 has been fixed and so
re-enable building these driver for Linux v6.3.

drivers: Disable broken drivers for Linux v6.3
Several drivers fail to build with Linux v6.3 due to upstream changes in
the Linux kernel. Disable this drivers until a fix is in place.
