For some of the kernel tegra_bpmp is part of core kernel and
hence it is nto required to use the OOT tegra_bpmp driver.
However, some packaging still expect the tegra_bpmp.ko from
the OOT path. To trick the packaging file, add dummy tegra_bpmp
driver which does not have anything other than module_init/module_exit.

Tegra bpmp dummy driver was added as placeholder
to generate the module KO while the main driver
was disabled due to build error.
The build issue with main driver is now fixed and dummy
driver is no more used. Remove the dummy implementation
of BPMP IVC driver.

Tegra BPMP driver is not supported with Linux 6.6. However,
the packaging of the embedded-linux required this driver.
Add dummy driver to complete the packaging till packaging
files have solution to complete with and without this

In Linux v6.2, the Tegra IVC driver was updated to support iosys-map and
this breaks building some of the out-of-tree drivers for Linux v6.2+
kernels. In Linux v6.3, the GPIO OF APIs were removed and this breaks
building some of the out-of-tree drivers that use these legacy APIs. For
now the broken drivers are not built for these corresponding kernels.
Instead of checking the kernel version in the Makefile for the
corresponding broken driver, move the kernel version checking to the
top-level Makefile and add CONFIG definitions that can be used the
various Makefiles.
This is also needed for working with 3rd party Linux kernels that may
have upstream backports and need to set these CONFIG variables for their
Linux kernel.

Linux v6.2 update the Tegra IVC driver to use iosys-map and this broke
support for the IVC EXT driver. Update the IVC EXT driver to support
iosys-map if the kernel supports this version of the Tegra IVC driver.

When CONFIG_DEBUG_FS is disabled, build errors are seen in the
following 2 drivers:
1. bpmpfw - The build error was seen because bpmp-debugfs.c was
getting compiled even when CONFIG_DEBUG_FS was disabled.
2. ufs - The build error was seen due to a couple of reasons:
- Function debugfs_provision_init is defined in a file that is
protected with CONFIG_DEBUG_FS, but is called from another file
unconditionally.
- In ufs-tegra-common.c, there are calls to debugfs_* functions, but
inclusion of the standard header debugfs.h is protected under
CONFIG_DEBUG_FS.
Fix these issues with this change.

iosys-map helpers") updated the Tegra IVC driver to use the
iosys-map helpers for Linux v6.2. This causes the virtual BPMP driver
build to fail. Temporarily disable the building of this driver while
this build issue is fixed.

1. Use as much as possible source code possible from
upstream driver.
2. If there is static function that needs to be exported
to downstream driver then make a local copy of that.
3. add support for extended ivc driver since upstream
driver does not have support for all required APIs.
