Gitlab commit 52e76e5680447 ("Map only PVA's syncpoints as R...")

Changes since last deployment:

- Map only PVA's syncpoints as RW
- fw: treat unregister resource ID 0 as noop
- Fix tegrastats issue that mixes two reads together
- Delpoy VPU ELF files to tegra tree
- kmd: bugfix: check if ctx inited before async ops
