Laxman Dewangan a9e9f0cde1 dce: Get rid of CONFIG_TEGRA_DCE ...

The config variable CONFIG_TEGRA_DCE is set as m
inside the Makefile for OOT build. As the dce driver
inside nvidia-oot only build as module and there is
no Kconfig, remove this config variable.
