Sheetal Tigadoli c9df39dd07 nvethernet: register ptp MAC with notifier framework 
register ptp MAC with notifier framework by default
since CONFIG_TEGRA_PTP_NOTIFIER has been removed and
is corresponding code is enabled as default.
