Per PCIe r5.0, 6.6.1 wait for 100 ms after DLL up. Optimize PCIe link up poll logic. Add resume_noirq() callback back function in PCIe driver and call tegra264_pcie_init() to deassert PERST# and get PCIe link up. Also, fix minor coding style issues.
