gpu: nvgpu: remove CONFIG_TEGRA_T23X_GRHOST dependency for EMC scaling

ICC calls to set EMC frequency are incorrectly compiled under the
config CONFIG_TEGRA_T23X_GRHOST. Remove that dependency.
