gpu: nvgpu: Add nvgpu_bsearch() wrapper

Add a wrapper nvgpu_bsearch() for a standard binary search. It has two
implementations: Linux version calls Linux kernel bsearch() and
POSIX/QNX build uses stdlib bsearch().
