gpu: nvgpu: rename <nvgpu/top.h> to <nvgpu/device.h>

top.h is a description of "devices" available on the GPU. As such
rename this header to device.h.

device.h will ultimately be a unit of actual C code that will rely
on the top HAL to fill a device list.
