gpu: nvgpu: remove tegra config dependencies

Remove direct dependency on CONFIG_TEGRA_NVLINK and
CONFIG_TEGRA_GR_VIRTUALIZATION and substituting them with
CONFIG_NVGPU_NVLINK and CONFIG_NVGPU_GR_VIRTUALIZATION respectively.
