gpu: nvgpu: rename recovery capability

Rename "recovery" capability to more specific "fault recovery":
- NVGPU_SUPPORT_FAULT_RECOVERY in UAPI
- NVGPU_GPU_FLAGS_SUPPORT_FAULT_RECOVERY in enabled flags.
