gpu: nvgpu: gv11b: disable cycle stat

Feature will be enabled after it is verified.
To disable cycle stat, do not set
NVGPU_GPU_FLAGS_SUPPORT_CYCLE_STATS and
NVGPU_GPU_FLAGS_SUPPORT_CYCLE_STATS_SNAPSHOT
