gpu: nvgpu: tu104: init subctx pdb in ramfc setup

Subctx pdb setup removed from AS_IOCTL_BIND_CHANNEL, is to be done
done during ramfc setup. tu104 hal was missing the subctx pdb
setup. Add it.
