gpu: nvgpu: clk: fix types for PMU cmds

MISRA rule 10.3 prohibits implicit assignments to different types. The
clk module was violating this rule when forming the payload to pass for
PMU commands. This change makes the needed casts to eliminate these
implicit assignments.
