Using kernel version for detecting kernel changes does not work for some
3rd party Linux distributions that back port kernel changes to their
kernel. The conftest script has a test for detecting if the 'vm_flags'
variable can be set directly or if the appropriate helper functions must
be used. Update the NVGPU driver to use the definition provided by
conftest to determine if the 'vm_flags' variable can set set directly or
not.

Upstream Linux commit bc292ab00f6c ("(HEAD) mm: introduce vma->vm_flags
wrapper functions") breaking building the NVGPU driver because the
vm_flags variable is made a const and can no longer be set directly. Fix
the build for Linux v6.3 by using the helper functions for setting the
flags.

This patch adds two new debug nodes:
- cbc_status to retrieve cbc state information
- cbc_ctrl to flush and mmap cbc
These two nodes are to be used for purpose of testing
and debugging. One immediate goal is to use them for
verifying if CBC is programmed correctly via a user
space test.

Debug boolean flag dump_ctxsw_stats_on_channel_close is right now stored
in gr_gk20a.ctx_vars struct
This flag logically is property of gr.ctx units since it indicates
whether each context should dump ctxsw stats on channel/context close
Move this flag to struct nvgpu_gr_ctx_desc and remove it from
gr_gk20a.ctx_vars
Expose below API from gr.ctx unit to check if flag is set
nvgpu_gr_ctx_desc_dump_ctxsw_stats_on_channel_close()
Move debugfs creation code to create corresponding debugfs to
gr_gk20a_debugfs_init() and change debugfs type from "u32" to "file"
Struct gr.gr_ctx_desc is created only during first poweron.
Return error if this struct is not available.
Remove unnecessary initialization of this variable from platform
specific probe functions

g->ops.gr.calc_global_ctx_buffer_size(g);
Also remove definitions of above hals from all the chip files
