gpu: nvgpu: Fix missing headers for Linux v6.8
For Linux v6.8, commit ef175b29a242 ("of: Stop circularly including
of_device.h and of_platform.h") updated the OF headers included by these
header files. This breaks the build for various drivers and so fix this
by including the headers that are actually needed for each driver.

gpu: nvgpu: unify nvgpu_has_syncpoints
- move nvgpu_has_syncpoints to common code and only checks flag
NVGPU_HAS_SYNCPOINTS
- the debugfs node disable_syncpoints also enable/disable the flag
NVGPU_HAS_SYNCPOINTS

gpu: nvgpu: Prepare for adding host1x support
To prepare for supporting the upstream host1x driver with NVGPU,
move functions that are common using either the upstream host1x
driver or the downstream nvhost driver into a common file.
