192afccf7c gpu: nvgpu: gv11b: skip clk gating prog for pre-si 
For pre-silicon platforms, clock gating
should be skipped as it is not supported.
Added new flags "can_"x"lcg" to check platform
capability before programming SLCG,BLCG and ELCG.

971987f363 gpu: nvgpu: vgpu: unset gops->fifo.tsg_verify_status_faulted 
The native code of fault checking accesses channel registers
which is impossible for vgpu.
vgpu needs to implement its own later.
