gpu: nvgpu: Get GA10B EMC floorsweeping status
...
The memory bandwidth reported by the nvgpu driver is a resultant of FBP and EMC floorsweeping status. The FBP floorsweep status was already getting reported in the GPU characterstics so the status of EMC was fetched and reported in this change.

gpu: nvgpu: use nvmem API to read fuses

Replace the usage of tegra_fuse_readl with nvmem_cell_read_u32 for the
below fuse registers added as nvmem cells on v5.10+ kernels.
Older nvidia kernels do not have these tegra nvmem cell support.

ga10b supports floor-sweeping of GPCs. Check for tegra soc
fuse info, before making gpcclk requests to BPMP for available
GPCs.

gpu: nvgpu: separate tegra fuse read from under CONFIG_NVGPU_TEGRA_FUSE

tegra_fuse_readl is supported in upstream. Separate out the functions
using this API from the config CONFIG_NVGPU_TEGRA_FUSE.
Following four fuses are defined in downstream kernel repositories in
tegra fuse header. It can be incorporated in upstream if nvgpu starts
reading those fuses using nvmem APIs. Hence define those fuse offsets
in nvgpu itself for now.
1. FUSE_RESERVED_CALIB0_0
2. FUSE_GCPLEX_CONFIG_FUSE_0
3. FUSE_PDI0
4. FUSE_PDI1
