Enable build flags for dGPU in safety, when
NVGPU_FORCE_DGPU_SAFETY_PROFILE is set.
Use libnvgpu-dgpu_safe.exports for dGPU safety build.
Add build flags for tu104 HAL initialization (to solve
undefined symbols in safety build).
Temporarily add non-fusa files needed to build dGPU in safety.
related functions will have to move to fusa files.

We prepare new exports file libnvgpu-drv_safe.export that will not
export interfaces for non-safe features. We set the exports file
conditionally based on NV_BUILD_CONFIGURATION_IS_SAFETY.
As the features get removed from the libnvgpu-drv.so, corresponding
interfaces need to be removed from the new interface exports file.

Add support for compiling nvgpu in a POSIX compliant userspace.
This code adds all of the necessary abstraction interfaces (mostly
stubbed) to enabled extremely limited and basic functionality in
nvgpu.
The goal of this code is to facilitate unit testing of the nvgpu
common core. By doing this in userspace it is much easier to write
tests that rely on very particular states within nvgpu since a user
can very precisely control the state of nvgpu.
