This patch adds doxygen for macros related to SDL unit. Also, it removes macros related to unused service IDs. LTC_RSTG is not present in GV11B. So, the error injection should not be supported for LTC_RSTG. This patch moves ltc_gv11b_debug_fusa as part of non-safety build.
