Sagar Kamble 4b97628278 gpu: nvgpu: conditional compile of ltc_streamid ...

ltc_streamid and tegra-swgroup.h header inclusion is applicable to
gp10b. Hence compile it under the flag CONFIG_ARCH_TEGRA_18x_SOC.
