Fetch the ELPG statistics data using RPC
NV_PMU_RPC_ID_PG_PG_CTRL_STATS_GET

Earlier/legacy chips, ELPG stats data is fetched
from DMEM directly using the offset got from pg init
command but for GA10B RPC is used to fetch the ELPG
stats data.
