In-order to support L2 sector promotion, lts_tstg_cfg2,3 registers were added to the SYS priv save segment of the ctxsw'ed image. Update gops_gr.decode_priv_addr HAL to include regops support to the above two registers. Introduce HAL ops gops_ltc.pri_is_lts_tstg_addr to detect lts_tstg addresses.
