Create vgpu unit init. Move init related functions from vgpu.c to init_vgpu.c under common/vgpu/init path and create corresponding header file. Create vgpu child unit init hal. Move functions vgpu_init_hal() and vgpu_detect_chip() to a new file init_hal_vgpu.c under common/vgpu/init path and create corresponding header file.
