Sami Kiminki 7240b3c251 gpu: nvgpu: Enable secure alloc for GV11b ...

Kernel needs to be able to allocate VPR memory for buffers for
protected contexts. So, let's call gk20a_tegra_init_secure_alloc
and enable VPR for GV11B.
