Konsta Holtta 79658ac5cb gpu: nvgpu: only report SUPPORT_SYNC_FENCE_FDS if enabled 
Don't always report in gpu characteristics that
NVGPU_GPU_FLAGS_SUPPORT_SYNC_FENCE_FDS is supported, but only if
CONFIG_SYNC is enabled.
