Designated initializers with nested structs should not be used to avoid a known problem in the qnx compiler that results in incorrect values used for some fields. 5.1 Disclosure ID: NVGPU_RM-CODE-OIL-06 Remove nested structs initialization and instead perform runtime initialization for GV11B's HAL.
