While booting LS falcons, gr.falcon.bind_instblk gops is used to bind WPR VA to gr falcon. Only FECS_METHOD must be used to bind instblks. But at this point FECS falcon is not loaded and running. Hence FECS_METHOD cannot be used to bind this instblk. Besides that, this code is not required for successful falcon boot and functioning of chips other than gm20b.
