Lakshmanan M 08cd42093d gpu: nvgpu: Add multi gr l2_evict support
1) Added l2_evict support for multi gr
2) Added multi gr handling for the following apis,
   nvgpu_gr_get_cilp_preempt_pending_chid
   nvgpu_gr_clear_cilp_preempt_pending_chid
