This reverts commit 319f4f6fe1.

Reason for revert: <priv errors are fixed by lowering PLM mask for
ltc registers NV_PLTCG_LTCS_CGATE_PRIV_LEVEL_MASK and
NV_PLTCG_LTCS_LTSS_CGATE_PRIV_LEVEL_MASK in acr-firmware>
