Sam Payne c6b396729b gpu: nvgpu: update flush L2 ioctl definition ...

this ioctl can be called only by a ctrlfd
created from the /dev/nvhost-ctrl-gpu node
therefore NVGPU_GPU_IOCTL_MAGIC, not
NVGPU_DBG_GPU_IOCTL_MAGIC should be used
for this
