Konsta Hölttä d474bd4206 gpu: nvgpu: advertise NVS capability in gpu chars
Add nvs_ioctl_nr_last in nvgpu_gpu_characteristics. Add a feature flag
SUPPORTS_NVS and enable it in Linux builds.
