Enable build flags for dGPU in safety, when NVGPU_FORCE_DGPU_SAFETY_PROFILE is set. Use libnvgpu-dgpu_safe.exports for dGPU safety build. Add build flags for tu104 HAL initialization (to solve undefined symbols in safety build). Temporarily add non-fusa files needed to build dGPU in safety. related functions will have to move to fusa files.
