Philip Elcan dcb19f578a gpu: nvgpu: unit: ltc: increase line/branch coverage
This increases the line and branch coverage for nvgpu.common.ltc unit
test.

Add testing for nvgpu.common.hal.ltc for gv11b.

Also, add Targets tag for SWUTS/traceability.
