Richard Zhao 625d6520b8 gpu: nvgpu: vgpu: use mempool to get constants
As the number of engines increases, the constants structure exceeds 512B
which is cpu cacheline size and IVC queue frame size. So move to use
mempool to get constants.

Also increases max engine number.
