t23x: nv-soc: Enable USB remote wakeup support

Browse Source 
Add SC7 wake support:
- wake 76 for SS port 0
- wake 77 for SS port 1
- wake 78 for SS port 2 and SS port 3
- wake 79 for USB2 port 0
- wake 80 for USB2 port 1
- wake 81 for USB2 port 2
- wake 82 for USB2 port 3
