overlay: t23x: Update Jetson overlay for Linux v6.3

Commit 2838cfddbc1c ("arm64: tegra: Bump #address-cells and
#size-cells") updated the address-cells and size-cells for the bus@0
node to be 64-bits. Update the Tegra194 Jetson overlay to work with the
latest upstream device-tree.
