include: dt-bindings: Add headers for nvidia-oot

Add DT binding headers, non-upstreamed version, which
are used for SOC and platform DTS/DTSI. These headers
are in staging state and taken from the
     hardware/nvidia/soc/generic-dts/tegra/include/nvidia-oot.
