Fix the shift value for incorporating element fs
mask to the final IP floorsweeping mask.

The floorsweeping info contains the fs info
of all the elements in the IP. The patch fixes
an issue for IP with more than two instances,
where the element fs info of 3rd instance
onwards are not calculated correctly.
